"Random Drug Testing"

For those of you who don't know yet...THE TOUR DE FRANCE STARTS TOMORROW!!!

I am a tour nut, so will be watching closely. Today, The French Ministry of Youth and Sport decided to conduct a "random" drug test on one rider -- Lance Armstrong. How random do you think it really was?
